Garlic Jr. is the main antagonist of the 1989 film Dragon Ball Z: Dead Zone and the Garlic Jr. Saga in the Dragon Ball Z anime. He is an anime-only character and never existed in the manga.
He was voiced by Shigeru Chiba in Dragon Ball Z: Dead Zone, and Akira Kamiya in DBZ in Japanese and by Chuck Huber in the Funimation dub, Don Brown in the Ocean Group dub, and Douglas Rand in the AB Groupe dub in English.

What Makes Him Close to Being Pure Evil?[]
- He becomes immortal thanks to the Dragon Balls and wishes to rule Earth as a tyrant, planning to turn it into a dark and bloody place where all those who refuse to follow him will be executed.
- He kidnaps Gohan, who was only four years old at the time, just so he could use the four-star Dragon Ball on his head, only deciding to make him one of his minions after noticing how powerful he was.
- He sadistically attempts to kill Kami, and if was successful, this would have caused the Dragon Balls to cease to exist and the damage his actions would have caused could not be reversed.
- He tries to take the Z fighters to the Dead Zone, a desolate place where there is not a single drop of light or hope, and make them spend the rest of their lives there, which is basically the equivalent of a slow and painful death.
- Once he leaves the Dead Zone, he slaughters a large number of innocents who were in the place where he had been defeated.
- He puts Mr. Popo and Kami in jars, promising to kill them once he revives his father.
- He releases the Black Water Mist throughout the land, which parasitically infects all living things, including Goku's friends, and causes them to lose their free will and turn into feral demons that destroy everything in their path, planning to rule this destruction-filled world forever.
- A main example is when the Black Water Mist forces Goku's friends to kill Gohan, Krillin and Piccolo. Worse, one of those brainwashed victims, Chi-Chi, happens to be Gohan's mother.
- Once his plan fails, he finally decides to use the Dead Zone again to lead the Z Fighters to the black hole, vowing that he will become the new tyrant of Earth after defeating them.
- While his defeat of being trapped in the Dead Zone forever with no chance of escape or death is horrific, as it is a fate worse than death, no one in-universe feels sorry for him and the story makes it clear that he deserved it. Also, he goes too far with his crimes to be considered a scapegoat, especially since he did the exact same kind of thing to everyone on Earth.
- While the heinous standards are insanely high, he still stands out for low resources and his crime of placing everyone on Earth into a fate worse than death via the Black Water Mist, all while being a non-canon character.
What Prevents Him from Being Pure Evil?[]
- He still cared for his father, wanting to avenge his defeat in the first movie, while in the series, he planned to revive him to rule the Earth together with him, and once he thought that Piccolo, and therefore, Kami had died and that the Dragon Balls had disappeared, Garlic was disappointed by this, but assured that he would find another method to revive him.
- However, what happened to his father doesn't make him tragic in any way, as Garlic's father brought his own misery upon himself, and instead of learning from his mistakes, Garlic chose to move on from them. He is also not portrayed as tragic or sympathetic at all.
- He shows some respect and care for his minions, congratulating them when they succeed and gets genuinely angry once Gohan kills two of them. He also isn't shown mistreating them or anything like that.
