Frank Butterman is the main antagonist of the 2007 action comedy film Hot Fuzz, the second installment of the Three Flavours Cornetto trilogy.
He is the chief inspector of the police force and the father of Danny Butterman. In secret, however, he is the founder and leader of the Neighborhood Watch Alliance, a secret organization that kills anyone that threatens the reputation of Sandford as a small peaceful village.
He was portrayed by Jim Broadbent, who also voiced Madame Gasket in Robots.

What Makes Him Close to Being Pure Evil?[]
- Even though he appears friendly, it is very clearly an act, that he will quickly drop whenever someone does something he doesn't like.
- He founded the Neighborhood Watch Alliance to make sure everybody who broke the law in Sandford would be murdered, as well as killing anyone who would affect the village's rating and ruin the chances of winning Village of the Year, with this going on for twenty years with Angel finding a series of catacombs with the bodies of countless individuals.
- He hired very clearly incompetent people to work in his police force so they don't suspect a thing.
- He had Sergeant Popwell murdered when he found out the truth about the NWA, passing it off as Popwell having a nervous breakdown and killing himself.
- He let minors drink alcohol at the local pub, solely to stop them from possibly causing trouble outside, with him later having every single one of these minors killed.
- He let his son Danny out of jail, despite him having broken a law by drunk driving, for the sole reason of being his son, with his punishment amounting to him being forced to buy food for the department.
- He had Martin Blower and Eve Draper decapitated and made to look like a car crash solely because their acting was bad and the latter having an annoying laugh.
- He made Nicholas do incredibly small and pointless tasks, so he won't get involved in the murder cases.
- He had George Merchant killed by having his head bashed and then had his house blown up with him inside, solely because his house was too big and didn't match the Village's rustic aesthetic.
- He had Tim Messenger killed by have a broken church spire be pushed out of its place and onto his head, brutally crushing his head, solely because he made spelling errors and was a tabloid journalist.
- Even though he seemed to briefly take Nicholas seriously when he says that Tim Messenger's death was a murder, it is obviously an act to throw off suspicion.
- He had Leslie Tiller killed by having her stabbed in the throat with her own gardening shears, solely because she was going to sell her land and move away.
- He attempted to have the other NWA members chase down Nicholas and kill him after he learned the truth.
- When Nicholas and Danny returned and fought back against the NWA, he attempted to have them arrested, lying to his officers about what the situation is really about.
- After Nicholas and Danny convinced the other officers about Frank's true self, he refused to accept that his wife would have never wanted any of this and instead shot the chandelier above him and attempted to escape.
- When it appears that he has been defeated, he took his own son hostage at gunpoint, showing he isn't above killing his own son to protect the NWA, before turning the gun on Nicholas and attempting to shoot him when Nicholas pointed out he is holding his son at gunpoint, despite the whole thing starting by losing his wife.
- After Danny got the gun off him, he ran away and attempted to steal a police car to make his getaway.
- Almost all of his comedic moments take place before the reveal that he is behind the murders, after which he is taken almost exclusively seriously in universe.
What Prevents Him from Being Pure Evil?[]
- He is tragic, as he lost his wife due to her committing suicide after the town lost the Village of the Year contest, leading him to want to make the town win every year.
- He loved his wife, as he was devastated by her suicide and made it his life's mission to make the town as perfect as she wanted.
