Floch Forster is a major antagonist of the Attack on Titan franchise.
At first, he was a member of the Garrison who later joined the Survey Corps as an urgent recruit, having assisted his comrades in fighting off against the Titans at Shiganshina District to protect the people of the Walls, but later on, he developed supremacist views after the reveal of Marley along with many other nations outside Paradis Island. Under the belief that Eren is the only one who can help Eldia to win against the world, Floch assists him in his plot of unleashing the Rumbling and wiping out all of humanity outside the Walls so that the people of Paradis can at last live in peace. Floch becomes the leader of a group of discontented insurgents from the Eldian military known as the Yeagerists.
He was voiced by Kensho Ono in the Japanese version and by Matt Shipman in the English dub.

What Makes Him Close to Being Pure Evil?[]
- He always knew about Zeke's plan to push the Eldian military to start a raid in Zeke's own hometown Liberio in Marley, as part of a plan to show the world that Eldia is still a threat and push as many nations as possible to join Marley's cause against Paradis Island as the Global Alliance.
- He was aware about Yelena having the Marleyan POWs serve wine tainted with Zeke's spinal fluid to the Eldian military, but kept quiet about it on Eren's instructions.
- Floch was always with Eren, when Yelena illustrated them Zeke's preparations to have Eren ditch the Survey Corps and infiltrate the Marleyan military as a wounded soldier.
- While the rest of Hange's group of veterans and the military government of the Walls were all in the dark, Floch always knew about Eren and Zeke's plan to do the Raid on Liberio, but didn't warn his comrades about it, so that they could've imprisoned Eren and Yelena and not let the former travel to Marley with them. Instead, Floch rallied new comrades for Eren (the first members of the future Yeagerists), and later travels to Marley with them several months later to aid Hange's veterans and Eren in the Liberio attack to weaken the Marleyan military and bring Zeke to Paradis.
- Floch indiscriminately sees the people of the outside world as nothing but enemies, regardless if they are involved with the war or not.
- Floch and his group blindly and hatefully discriminate against and dehumanize all human beings living outside the Walls, as unlike Hange's team, Floch and his group have no attachment to the outside world, Marley, Hizuru, and barely with the Volunteers and their Marleyan POWs, and knowing almost nothing about them. The Yeagerists' blind and irrational hatred makes them no better than the hateful masses living in the other countries and opposing the existence of the Eldians.
- Floch and his group's hatred for the outside world also includes all Subjects of Ymir living in the world's internment zones, Floch showing no remorse over terrorizing the internment zone in Liberio and, along with his supporters, having no regret over realizing the dream of killing them all along with all of humanity outside their lands.
- This despite the fact it was one of them (Grisha Yeager) who was Eren's father, stole the Founding Titan from the royal family, passed said Titan along with the Attack Titan to Eren, and tried to help the Eldians of Paradis and documented as much information as possible about the world for them, warning about what was waiting for them if they ventured too far beyond the Walls. Despite being one of the people who heard the detailed written contents of Grisha's diary, Floch never showed any gratitude towards Grisha or Kruger, nor any interest to continue their quest to liberate help their people born in Marley and in other countries.
- Floch and his group completely disregard the tragic situation of the oppressed Eldians living in other countries and how they are hated by the world for existing, ignore the background of the Eldian Restorationists (who were Eldia's fanatical supporters), and how Eldia's more detailed history, real territory, knowledge, and legacy lies outside the island. Instead, the Yeagerists and their loudest supporters view all the Eldians outside the Walls as nothing but enemies, especially the Eldian Marleyans, mainly out of spite towards Marley's Warriors.
- Floch's lack of sympathy for Eldians outside the Walls does not exclude children, as he views Gabi and Falco as nothing but enemies, calling them "Marleyan bastards". Calling them by their actual nationality is not incorrect, however, as unlike the majority of the outside world, who exclude all Subjects of Ymir, insist to refer them to as "Eldians", and refuse to acknowledge them with their actual native nationalities (incorrectly using the word of the nation of Eldia as an ethnic term, and only accepting the Tyburs), Floch and the other Yeagerists only consider "Eldians" to be the people born on Paradis Island, as the Walls are the actual remnants of the Eldian nation (which includes a minority of inhabitants who are not even Subjects of Ymir) while referring to all the other Subjects of Ymir by their actual countries of birth, such as the Warriors as Marleyans.
- After Eren activates an attack on Liberio, with the Survey Corps trying to save him, Floch uses the explosives that were originally just meant to be used on abandoned buildings occupied by enemy soldiers to blow up ones that could've been occupied with innocent civilians, endangering said civilians' lives as a result out of a sense of desire for what he sees as revenge for the many deaths caused by Marley's Titans to Paradis Island's Walls. When called out for this by Jean, he shows no remorse, merely stating that the only thing there is enemies and places they live and that Eren is trying to tell them something - to fight.
- When Gabi and Falco boarded the Survey Corps' stolen escape zeppelin while they were celebrating their victory, and after Gabi shot Sasha, Floch and a group of soldiers proceeded to attack and beat her and Falco, not caring that this happened because his side attacked their hometown and caused a lot of deaths. Floch attempts to throw Gabi and Falco out of the airship mid-air, though Jean prevents him and has them taken captive back to Paradis' Walls instead.
- After Eren gets imprisoned, Floch and three other new comrades - Holger, Wim and Louise - proceed to leak the news of his arrest to the population of the Walls, under the belief that he should be freed and hasn't done anything wrong and proclaiming to Hange that he saved the lives of everyone in the "New Eldian Empire".
- In order to send a message to the Eldian military and show them their resolve and that they are not playing around, Floch has three insubordinate Survey Corps recruits place a bomb in Premier Dhalis Zachary's office, getting him along with 3 other soldiers killed, before getting freed from his prison cell by his own jail guards, who are Yeagerists, and meeting with his group the escapee Eren face to face on a hill, informing him that aside from the spot they were at, they have allies hiding in the military, including some who blew up Dhalis Zachary and tells Eren that the only one who can save the Eldian Empire is him.
- Tipped off by the Marleyan POW Griez, Floch and Eren proceed to lead a break-in into the restaurant Hange, Armin, Mikasa, Connie, Jean, Onyankopon, and Niccolo were at with Eren breaking in to talk to Armin and Mikasa, while Floch talks to Hange and the rest, detaining them and holding Hange hostage on account of her taking them to where Zeke is, believing that she knows and when Hange informs him of Zeke causing multiple of the military members to be turned into Titans through Zeke's spinal fluid, Floch apathetically brushes this off, stating that it'll just make the "idiot MPs into bigger idiots" before going, also detaining the whole Braus family for being witnesses.
- This leads a horrified Hange to learn that Floch has been knowing about Zeke and Yelena's Marleyan wine ploy for a some time by then, yet he kept letting any soldiers of the military branches drink the "poison", due to him following Zeke and Eren's alliance. Floch silently confirms this to his former comrades with an evil smile.
- After taking over the Training Corps military branch, Floch recruits some of them to his side and has them beat up Commandant Keith Shadis until he can't stand to prove their resolve believing that he represents the old ways that must be driven out, under the threat of imprisoning them if they don't before proceeding to have Hange lead him and the Yeagerists to where Zeke is.
- Despite publicly claiming he harbored no ill towards Shadis, Floch did not show any regard nor respect for him, even refusing to try to recruit him to join the Yeagerists, as he dismissed older soldiers as useless. Shadis in turn did not seem to have respected Floch before and appeared to have previously held him in contempt. After the beating Floch had Shadis thrown into a cell for opposing the Yeagerists.
- After coming across Levi's unconscious body and spotting Zeke after he exited a Titan, Floch showed no concern for his former captain's wellbeing, instead declaring to his fellow Yeagerists that they are lucky that Levi was either dead or dying in a pool of his own blood.
- Despite the fact that Levi had saved him from the Beast Titan's bombardment area five years ago, Floch at that point only saw Levi as an obstacle. He had no objections when a comrade of his was about to shoot Levi in the head for good measure, with Hange interrupting them by claiming that Levi was already dead.
- When Hange tried to escape through the river with Levi, Floch had the group of Yeagerists he was with try to kill her by shooting her before proceeding to converse with Zeke, then dispatching four Yeagerists to hunt Hange and Levi down.
- In order to help Eren be able to reach Zeke for his plans to get the power of the Founding Titan to unleash the Rumbling, he and the Yeagerists attempt to flunk the Cart Titan, General Magath, and the other Marleyan soldiers with them to stop them from killing Eren and Zeke, but they get deceived into believing they have succeeded only for some of them to be killed by bullets shot from the soldiers who accompanied the Cart Titan, prompting him to lead his Yeagerists in an attack against them to not let them shoot, though he ends up losing all his team and being briefly defeated by a piece of the wall pushing him to the ground.
- After being carried into the wrecked military headquarters building of Shiganshina by one of his comrades and talking to Jean a bit, he holds Yelena at gunpoint, telling her to assemble all the Anti-Marleyan Volunteers since they are all being detained for being from the Marleyan continent. He then shoots one of them in the hand when the latter badmouthed him and showed defiance, just so that the other Volunteers could grasp the situation. He then proceeds to tell everyone of how they lost both their leader Zeke and the Eldian military who had their backs and that soon they'll lose their homelands in the continent and that they'll be reduced to footprints along with all their families and friends because of Eren's plan, and that they lost the reason they came here -- the dream of reviving their homelands. Then he tries to to goad the Volunteers into submitting, joining and aiding their New Eldian Empire.
- When the man whose hand he shot tells him that he'll be dead before he bows to him, Floch obliges and shoots him in the head, telling the man's comrades to pay his respects, stating right after that his pride as a Volunteer wouldn't let him live in submission. He then puts them all under arrest to give them time to consider his offer before making their final decision.
- When Mikasa comes in and asks Jean what happened in here, Floch tells the two that he acts on Eren's behalf and that he'll wipe out the resentment within Paradis as Eren wipes out the problem outside the island. Floch's mission being by taking care of the Volunteers, all the Marleyan POWs who live in Paradis as civilians like Niccolo, Kiyomi Azumabito's entourage from Hizuru, and even the members of the crumbling Eldian government who still might try to oppose the Yeagerists over differing ideologies.
- After summoning the Yeagerists for a gathering at Shiganshina's ruins, Floch proceeds to attempt to execute Volunteer leaders Yelena and Onyankopon after labeling them as criminals for differing offences; Yelena for being Zeke's loyal right-hand who aided him into his plan to sterilize all the Subjects of Ymir in the world, and Onyankopon for choosing that he'd rather die than submitting to the New Eldian Empire. Before Floch gives the ok to Jean to execute the two, his fellow Yeagerists scream insults and taunts the two prisoners with slurs, such as calling Yelena a "filthy Marleyan whore" and Onyankopon a "mainlander" who deserves to die, shouting that the Subjects of Ymir are the sole race worthy to inherit the world. Floch commences the execution of Yelena and Onyankopon, only for Jean to pretend to kill them to purposely miss them, allowing Pieck enough time to storm in as the Cart Titan and kidnap Jean, Yelena and Onyankopon to save them.
- Upon apprehending Kiyomi Azumabito and her entourage and killing all her bodyguards inside the main building of Paradis Island's sole harbor, Floch threatens to kill Kiyomi and all five of her engineers from Hizuru if they don't do as they're told and keep refusing to devote the rest of their lives to Eldia. It is also worth mentioning that there was one woman who accompanied Kiyomi from Marley back to Paradis, yet she is nowhere to be seen after Floch and his group seized the harbor, implying she might have been killed as well before the three deceased bodyguards seen being dragged away.
- When Kiyomi asks Floch about what change he is so happy about and tells him that if he thinks Paradis will be safe, he's wrong, he admits that he sorts of agrees with her, but tells her that it's very important to know one's place before pointing a gun to her head and telling her that Paradis doesn't need Hizuru's modern technology from the outside world, and that if they decide that things like seafaring and flying boats don't matter much to them, they'll "nip trouble in the bud", before slowly pulling the trigger to shoot her in the head and kill her, only stopping when alerted by Armin who was merely pulling off a diversion by telling Floch that he and Connie are chasing straggler Marleyan soldiers from the Revenge for Liberio battle in Shiganshina.
- After displaying himself being skeptical of Armin's "alarm", he then makes an attempt to "nip trouble in the bud" by killing off the Kiyomi and the remaining five mechanics, only for Kiyomi herself to stop him by pinning him to the ground, prompting him to order the Yeagerists inside the main building to kill her, before Mikasa intervenes with General Magath, Hange, and Jean.
- After escaping the building, he orders the Yeagerists to kill Mikasa, Armin, and Connie for their betrayal to Eldia (still unaware of the involvement of Hange, Jean, and the Marleyans into this plan when he issued the order).
- While fighting in the battle, upon spotting the Azumabito mechanics escaping, he orders the Yeagerists to kill them as well, failing so due to Magath, Reiner, Annie, Hange, and Mikasa standing in their way.
- Upon realizing that the Survey Corps traitors and their Marleyan and Hizuru allies are going to take the Azumabito ship carrying the flying boat in order to service it on the mainland, in order to use it to find Eren and kill him, Floch orders the Yeagerists to sink the ship at all costs, as stopping the Rumbling will mean the sure doom of Paradis, because Floch is sure the world will take revenge on the island for it. In the manga version, three Yeagerists sneakily attempt to damage the ship or the flying boat attached on it, but are shot to death by Magath and Gabi on the boat.
- When spotting the Cart Titan, Floch orders the Yeagerists to nail it with Thunder Spears, although they fail so and they are also stopped and caught off guard by Falco's Jaw Titan.
- He then makes another attempt to sink the ship by putting a hole in the hull with his last Thunder Spear left, only for Gabi to foil his attempt by shooting him with a bullet, causing him to fall into the ocean while the Thunder Spear ends up barely missing the ship landing in the water right next to it and causing a brief explosion in the water as well.
- While he did initially show shock at Eren's plan to wipe out all of humanity to keep Eldia alive, he subverts this by helping him out with the plan with no hesitation and showing to be willing to kill those outside of Eldia himself without remorse as well.
- While he claims to be performing his actions out of a sense to protect the Eldian Empire, this does not make him an extremist as it is merely just a ruse to hide his real motives which are really driven out of a sense of xenophobia and supremacy rather than explicit love for Eldia which is exemplified through moments like his conversation with Kiyomi, where after she tells him that he's wrong in the thought of Paradis Island being safe due to his actions, he admits that he's started to think that too, but then monologues about how important it is for one to know one's place and that he'll nip trouble in the bud if he decides that their technology isn't important to them. His claims of protecting Eldia are either delivered in a manipulative manner to lure other people onto his side or in a self-glorifying manner in the sense that he's doing it to glorify himself as a hero rather than for the mere sake of saving Eldia. It is more likely that it is both cases at the same time, as shown by Floch's inner monologue of wanting to be the savior of Eldia before being shot by Gabi.
- It is left vague as to whether his loyalty towards Eren is genuine or not, as while he does help him in his plan to unleash the Rumbling and tries to save him from the alliance between the Marleyans and the Survey Corps, it could just be because he views him as a tool to use to be able to carry out his actions to save his homeland and control its government, rather than genuine admiration for him.
What Prevents Him from Being Pure Evil?[]
- He suffers from emotional trauma due to what happened during the Battle of Shiganshina District, personally bearing witness to the might of his enemies' Titans against the Eldians and being left the sole survivor as hundreds died around him. He has been established to have some survivor's guilt over the situation as shown by the whole monologue he gave to his fellow survivors about the recruits' deaths. He was radicalized by the whole ordeal, with the belief of a devil being needed as the leader of Eldia for survival being instilled because of this, showing that the tragedy still affects him. This is minor, however, as others witnessed horrors as a result of Marley's invasions and didn't become virulent fascists like Floch did.
- His death is played for sympathy as Jean and Hange sympathize with him after his death, Jean is even somewhat saddened by his death.
- He cares for the fellow recruits who were with him during the Battle of Shiganshina District and died during the charge against the Beast Titan, He was genuinely outraged by Eren and Mikasa's insubordinate behavior and their attempts to use the military's sole Titan injection to save their friend Armin, which he deemed as selfish, irrational, immature, and even disrespectful to the dead and the less important soldiers who were ready to sacrifice everything. While he subverts his care for Jean and the other Survey Corps veterans, his former commander Pixis, and even loses all respect for Hange and Levi, to the point of trying to kill them both, he never gets to properly subvert this trait.
