Senator Ethan Roark Sr. is the main antagonist of the Sin City series.
He is the corrupt and callous senator of (Ba)sin City who would be responsible for why it would be such a bad place to live in. Because of his position of power, he is the reason his own son, Roark Junior, is able to get away with his depraved hobby of raping and killing children. When Hartigan stops another of his attempted rapes by disfiguring and castrating him, Senator Roark would proceed to ruin his life as much as he could by having him be framed for his son's crimes and imprisoning him for a very long period of time and would try to ruin the life of anyone who dared cross him in the slightest in general.
He was portrayed by the late Powers Boothe.

What Makes Him Close to Being Pure Evil?[]
- At one point in the past, he had killed his wife by beating her to death with a baseball bat.
- He is all in all the reason as to why Sin City is the way it is, being responsible for corruption and sin festering in the city and turning it into a bad place to live in.
- He enables his son to perform his serial pedophilic rapes and murders on little girls, being the reason he's able to get away with them through the massive wealth and power his status as a politician gives him.
- After Hartigan shoots Roark Jr. in the arms and genitals to stop his rape hobbies and winds up in a hospital from wounds inflicted by a police officer, out of spite for ruining what Senator Roark hoped would be chances of his depraved son becoming president, Roark expresses his intentions to have Hartigan be healed and recovered from his wounds through his surgeries so that he can suffer greatly through framing him for Jr.'s rapes and having him be imprisoned for a long time, forcing Hartigan to comply with this under threat of killing his loved ones or anyone he tells the truth to in general, leading to him being regularly beaten in prison and eventually overtime being abandoned by nearly everyone he cares about with the exception of Nancy, only letting him go on parole when he finally "confesses" to the crimes he was framed for.
- He is responsible for Hartigan's suicide as after killing Ethan Roark Jr. to save Nancy and stop his depraved activities, he knows that Senator Roark would go after Nancy to spite him and ends his life so that any attempt at revenge would be futile. Roark himself is aware of this and remorseless as he taunts Nancy over this.
- After being beaten in a cards game by Johnny, Roark has him be kidnapped and taken into his car where he has him be brutally tortured through his fingers and hand being broken and twisted by pincers before having him be taken out of the car where he reveals that he recognizes him as his illegitimate son before shooting him in the leg to let him live with the pain to suffer.
- To spite him even further, Roark has Johnny's girlfriend Marcie be brutally dismembered and killed to psychologically torment Johnny, sadistically having her hands and head be thrown into view when he arrives to his apartment and taunting him as he falls back in horror and grief at her brutal death.
- When Johnny comes back to beat him in another cards game as revenge, Roark callously shoots him in the head and kills him before having his body be disposed of.
- Upon learning that Nancy is plotting to kill him, Roark awaits her to break into his mansion and once she reaches his office, he shoots her in the leg to cause her to collapse, expressing his intentions to drag out her death to make her scream as his son wanted years ago only to wind up being shot and killed by her when distracted by Hartigan's ghost showing up.
What Prevents Him from Being Pure Evil?[]
- He cares for his son, Ethan Roark Junior. While he was conveyed to have viewed him as an extension of himself to become an heir for president over Sin City, he is shown to keep a picture of him in his office and tries to avenge his death by shooting Nancy with intentions of dragging out her death to make her scream like his son had wanted years ago, even flat out stating that he came to accept that Junior was not fit to be president but still tries to avenge him anyway because he's his son.
