Enrico Maxwell is the secondary antagonist of the manga Hellsing and its anime OVA adaptation.

Maxwell is the leader of the Iscariot Organization, a group of catholic assassins of the Vatican, who have the goal to purge all demons and heretics. Later, during the Nazi attack on London, he becomes archbishop and the leader of the Ninth Crusade, with the purpose of reconquering England from the Protestants.

What Makes Him Close to Being Pure Evil?

• While he had a difficult childhood, he goes past this tragedy due to his heinous massacre of harmless innocents.
• He sent his assassin, Alexander Anderson, to Northern Ireland to kill Alucard and Seras which violates the deal with the Hellsing Organization. It also resulted in the deaths of two of Integra's bodyguards.
• While at first he had an affable behaviour towards Integra, he quickly drops it by calling her a "miserable English sow."
• He ordered his agents in the United States to not intervene in killing vampires, with the aim of letting chaos flow.
• While the Pope ordered him to help England fight the Nazis, he disobeys the command, ordering his crusaders to attack England and kill English civilians, with the goal to purge England from the Protestants. This act disgusted Anderson, viewing it as needless blood shed in the service of power, resulting in Anderson betraying Maxwell.
• When one of his subordinates asks him to retreat to save their forces from Alucard's army of familiars, he reacts angrily and orders him to call him Archbishop while refusing to withdraw.

What Prevents Him from Being Pure Evil?

• He fails the heinous standards to The Major and Millennium.
• He genuinely admires and respects Anderson, and is utterly shocked and saddened when Anderson betrays him and allows the familiars to kill him.

Trivia

• He is so far the only Hellsing villain to be Near Pure Evil.
