Emperor Mavro is the overarching antagonist of Power Rangers Megaforce and one the two overarching antagonists (alongside Vrak) of Power Rangers Super Megaforce.
He is the Armada's Emperor and leader as well as the father of Prince Vekar and Vrak. He favors Vrak more than Vekar due the latter being more intelligent and serious.
He was voiced by Mike Drew, who also voiced Mirloc in Power Rangers: S.P.D..

What Makes Him Close to Being Pure Evil?[]
- Destroyed countless planets in his bid to control the whole galaxy, giving him the highest body count in the whole show. (Even Vrak had only one direct kill and he inexplicably came back for the Legendary Battle briefly, while none of Mavro's kills can be reversed).
- While not confirmed to be a direct order, Mavro's conquests did lead to Vekar's destruction of Orion's homeworld Andresia, with him as the only confirmed survivor.
- Is the driving force behind all of Megaforce's enemies and conflicts, despite not being mentioned until the super season.
- Sends Vekar and Damaras to conquer Earth.
- Built the Armada a Megazord after being tired of their failures.
- Sees his oldest son as incompetent compared to his brother, whom he favors, and can only make him his heir because Vekar is firstborn.
- Destroys and replaces the Earth fleet and imprisons Damaras for their constant failures (And also not protecting Vekar).
- After some convincing from Levira, he had Damaras capture Troy in order to use him as a hostage to get the humans to surrender.
- Called on the entire Armada fleet from across the galaxy.
- Manipulates Levira into distracting the rangers under the pretense of giving her a chance at redemption and then refuses to revive her with.
- After destroying or incapacitating all the Zords, he gives the Earth one last day to suffer in despair out of spite for their defiance.
- In the extended version of Legendary Battle, he continues to try to kill the rangers despite them destroying his fleet, monsters, and flagship, out of arrogance.
- Revealed his backup army of X-Borgs before his death, taunting them that they won't defeat it.
- He lacks either of his sons' comedic liners or moments and is completely taken seriously in-universe.
- Mavro pretty much, albeit arguably, sets the heinous standards of both Megaforce seasons and passes the HS of Power Rangers as a whole due to his kill count of destroying planets being arguably close in scale to Emperor Grumm's.
- He's the reason for how his sons turn out: Vekar into a spoiled and impulsive narcissist who wants to prove his worth to him and Vrak into the sociopathic monster he turned out being (to the point of being unsympathetic to the former's death and wanting to destroy Earth entirely with the drills, something Mavro was never aware of, but it's not like he would've cared so long as he is rid of the threat to his plans).
What Prevents Him from Being Pure Evil?[]
- He mostly suffers from offscreen villainy since his conquest of destroying hundreds of planets is never shown or explored in detail. However, because of his mass-scale invasion of Earth with millions of war fleets and his claims of "destroying hundreds of worlds and countless enemies", admitting he is truly guilty of these crimes, makes it a minor prevention.
- Additionally, he has minor Fridge Horror. Even though Vekar destroying Andresia proved to be evidence of the Armada's conquest, especially considering he's the leader, nothing suggests he ordered his son to do so.
- Despite his favoritism and his disappointment with Vekar as a warrior, he does genuinely care for both sons. Part of punishing Damaras is motivated by his failure to keep Vekar safe and declares he will avenge both him and Vrak by destroying the Power Rangers. He also built the Armada Megazord in Vekar's likeness.

- He is the second Near Pure Evil in the franchise Neo-Saban Era.
- He is the only Near Pure Evil in the Megaforce seasons.
- He is Near Pure Evil while his son Vrak was Pure Evil.
- He is Near Pure Evil like his Sentai counterpart Emperor Ackdos Gill.
- He can be considered less heinous than Ackdos, due to showing only one planet destroyed onscreen while we saw more onscreen impacts in Gokaiger (Including one being shown destroyed by one of his own men) and having two loved ones instead of one. (Though this is because Vrak's Goseiger counterpart is not related at all to the Gokaiger villains) Nevertheless, he still counts because of his impact he has on both his sons and Orion, and to a lesser extent the Warstar aliens and still having the highest body count in the whole series.
