Officer Eddie Pulaski is a major antagonist in the 2004 video game Grand Theft Auto: San Andreas, the seventh installment of the Grand Theft Auto video game series.

He is a Los Santos police officer of the Los Santos Police Department and the co-leader of C.R.A.S.H., serving as the personal right-hand man of Officer Tenpenny. By 1992, Pulaski helps Tenpenny in his scheme to take over the city's criminal underworld by pitting the Grove Street Families against the Ballas with Big Smoke's help while blackmailing Carl Johnson for their own ends.

He was voiced by the late Chris Penn.

What Makes Him Close to Being Pure Evil?[]

  • He is a corrupt police officer working as the right-hand of Frank Tenpenny, training rookies into being like them, trying it with Ralph Pendelbury and Jimmy Hernandez, while also implying that they regularly kill cops who turn against them.
  • It is implied that him and Tenpenny were already tormenting and blackmailing CJ even before the events of the game, given that in his first appearance, Tenpenny wryly asks Carl if he hadn't forgotten about them.
  • He partnered up with the Ballas to take control over San Andreas by selling crack cocaine, turning people and rival gang members into addicts, which is seen as horrible even by other gangsters.
  • He worked with Tenpenny to get Big Smoke, a member of the Grove Street Families, to betray the gang and indirectly caused Big Smoke to corrupt Ryder into his side.
  • He aided Tenpenny for the murder of Carl Johnson's brother Sweet, which resulted in their mother Beverly being killed in the process, which they felt no remorse for.
  • Him and fellow corrupt C.R.A.S.H. officers, including Tenpenny, touched and groped Beverly Johnson's dead body in the crime scene in a sexualized manner, as being stated by Pulaski himself during his last moments.
  • He forced Hernandez to kill Pendelbury for having dirt on him and Tenpenny, threatening to kill Hernandez if he refused.
  • With Tenpenny's help, he planted false evidence that linked CJ, who had just returned from Liberty City, to Ralph's murder and forced him to do their dirty work to avoid jail time, before dropping him off in a place controlled by the Ballas.
  • Throughout the game, he and Tenpenny instigated several gang wars, which claimed numerous victims, in order to be more powerful, with him having no qualms about getting his allies, the Ballas killed in the process and having apparently been doing this for a while.
  • Throughout the game, they ordered CJ to:
    • Rob a train alongside Ryder while killing all the Vagos and Ballas that also tried to do it.
    • Burn an entire building to kill one gangster, resulting in numerous Vagos being killed and an innocent woman almost burning to death.
    • Interrupt a deal between Ballas and the Russians.
  • They set up an ambush that resulted in Sweet being wounded and put in jail before kidnapping CJ and driving him miles away from Los Santos, where he and Tenpenny ordered him to stay away from them and Smoke or Sweet will be put in a Balla cell block, where he will be raped and possibly murdered.
  • Following this, he and Tenpenny have CJ do multiple jobs for them, such as:
    • Killing a man who had evidence that he and tenpenny were corrupt.
    • Framing an attorney for taking drugs because he investigated into them.
    • Killing two DEA and FBI agents who had dirt on Pulaski.
    • Murdering a journalist who was going to expose Pulaski along with a fellow cop who was telling the journalist about the duo's corruption.
  • He taunted the incarcerated Sweet to CJ, joking that he was raped in “Snail Trail”.
  • Under Tenpenny's orders, he forces Carl Johnson dig two graves for himself and Jimmy Hernandez and later kills Hernandez before attempting to kill CJ.
  • Despite CJ's attempts to reason with him about him being manipulated by Tenpenny, he flat out refuses to redeem himself and continues to support Tenpenny while displaying his overzealousness of killing CJ while cowardly trying to escape and mocking him with numerous disgusting and outrageous comments about his mother and sister.
  • It's said by him during the car chase that he has been stalking CJ's sister Kendl and her boyfriend Cesar Vialpando, secretly taking shots of them while they have an affair, comparing them to "two horny chihuahas" while stating that it's the best stake out he has ever done, which infers that he also perversely stalked other people.
  • He never feels remorse for his actions, and even in his last moments when CJ asks for any last request, Pulaski just sarcastically asks him if he can have sex with his sister Kendl, giving his perverted personality, and ultimately getting a well-deserved lethal kick to the face.
  • In his post-death he was acquitted of the charges due to all of the prosecution's witnesses dying or going missing, which caused a large riot breaking out over all of Los Santos.
  • Despite seeming to have some minor comedic moments, they do not detract from his villainy and he is still taken seriously in-universe, with most of them merely highlighting his racism and sexism.
  • Although the Heinous Standards are very high, Pulaski still stands out for being an effective right-hand for Tenpenny and sharing victims with him enough to pass the standards.

What Prevents Him from Being Pure Evil?[]

  • He fails the Heinous Standards to Frank, with him mostly just assisting him in his plans and doing similar to what he does.
  • Even if Tenpenny doesn’t show the same feelings to him, Pulaski seems to be very loyal to Tenpenny, always being supportive and doing whatever he says without betraying him or at least having the intention to nor talking behind his back, calling out Carl for lying to his boss, checking if he is all right, calling him “pal” in the introduction and refusing to believe that Tenpenny would backstab him like he did with his other allies.
