Dr. Wily is the main antagonist of the Mega Man Archie comics. He is a mad scientist who seeks to conquer the world to prove he is smarter than Dr Light.

What Makes Him Close to Being Pure Evil?[]
- While he claims he wouldn’t have gone down this villainous path if he had been given credit for helping Dr. Light build the original Robot Masters, this does not hold up as he was banned from directly working on robotics due to building weapons made for chemical warfare and Dr. Light still treated him with nothing but respect so this excuse is hollow.
- He stole Dr. Light’s six Robot Masters, reprogrammed them, and had them attack the city in an attempt to conquer the world.
- After being imprisoned, he had Time Man break him out of jail and Oil Man kidnap Roll to prevent anyone from recapturing him.
- He built eight new Robot Masters to use to take over the world, and he installed part of a virus into each one so that when Mega Man took their weapon data he would be reprogrammed into his servant.
- He teamed up with Dr. Eggman and together robotized ten of Sonic’s friends to use them to gather the Chaos Emeralds to use to power the Super Genesis Wave which they used to completely rewrite the realities of both their worlds and become gods. And it was made clear they were completely restructuring their universes, essentially committing Omnicide on both universes. If not for the use of Super Chaos Control, then it would have been unfixable.
- He planned on having the world held at ransom using Ra Moon.
- While he did save Mega Man’s life, it was only to make himself look good and to spin the story that Ra Moon was controlling him the entire time.
- He has the Robot Masters steal the energy elements from Gamma to keep Mega Man busy.
- He “accidentally” activated the Wily Walker in the hopes it would kill Mega Man.
- He ripped out Auto’s circuit board when he discovered his plan.
- He forced his Original Robot Masters into the body of Doc Robot making them highly mentally unstable and used them to force Dr. Light into giving him control of Gamma.
- He tried to kill Mega Man with Gamma and planned on using it to conquer the entire world.
- He, alongside Eggman, attempted to hijack Sigma’s plans to once again take control of reality.
- When Mega Man got him out of the crossfire during the Deadly Six and Reploid Army's attack out of remorse for failing to save him, Wily snidely remarked his obligation being "condescending" behind his back.
- He tricks Blues into thinking that Wily had turned him into nuclear weapon that he could detonate him at any time and used this to force him to kidnap Kalikina Cossack to blackmail Dr. Cossack into working for Wily.
- While Sigma did threaten the entire multiverse, Wily has fewer resources than him and rewriting all of reality on two universes is enough to stand out.
What Prevents Him from Being Pure Evil?[]
- Despite his jealousy of Dr. Light, he still has some care for him and even holds him in high regards as he was impressed with how he got his robots working again during Ra Moon’s EMP wave and genuinely enjoyed working with him both past and present. He also stated he only wanted to humiliate him, not kill him despite him being a liability as he was furious with Eggman for attempting to murder Dr. Light and made sure he wasn’t in Light Labs when he blew it up.
- He is honorable to an extent, grudgingly accepting his and Eggman's loss to Mega Man and Sonic whereas Eggman refuses and stubbornly sabotages his nemesis trying to restore their universe.
