Dmitri Federov is the main target of the “Hokkaido Snow Festival” side mission DLC of HITMAN 2 he is a patient at the GAMA hospital in Hokkaido and the neglectful owner of a bunch of fireworks factories

What Makes Him Close to Being Pure Evil?[]
- When in the Russian Military, he would abuse Junior soldiers which got him kicked out of the military and disowned by his father.
- Gained access to Soviet weapons and sold them to conflict zones across the world until it was cut short when Interpol interfered and Dimitri ran away from them while sacrificing his own workers.
- Opened up lots of unsafe fireworks factories across China and Russia where about 250 work accidents occur a year.
- In his recent accident, he got caught in an explosion that got him and other people severely injured and killed 26 people and got sent to GAMA Hospital in Hokkaido, to recover for 4 weeks
- While the accident at the factory was unintentional on his part as well as the other accidents, he is planning on using his dead worker's insurance money to retire in the Bahamas, which enrages his other surviving worker of the explosions and put a contract on him.
- He is very similar to Terrence Chesterfield with unintentional villainy by having horrible accidents happen that lead to hundreds of deaths thanks to their negligence and reacting with apathy to the death and destruction they’ve caused, however unlike Chesterfield, who just does it because he's a lazy idiot who can't do his job properly and just lets hundreds of people die so he could watch his T.V. shows and isn’t malicious enough, Federov lets hundreds of people die just to fill his own pockets and is planning on exploiting the deaths of his worker's insurance money to retire in the Bahamas which is enough to stand out.
What Prevents Him from Being Pure Evil?[]
- While only one explosion is shown, the one that Federov was in, the rest of his crimes such as the accidents are all offscreen villainy,
- He doesn't have much clear personality or characterization, he is basically a generic regular NPC in this game with no unique dialogue at all. However, he does have a defined motive and reacts to crimes and distractions by 47. so this is minor.
