Devil Ray is a minor antagonist in the DC Animated Universe, serving as a recurring antagonist in Season 3 of Justice League Unlimited.
He is a sadistic pirate who was recruited by Gorilla Grodd into his Legion of Doom in order to defeat the Justice League. During Grodd's tenure as the Legion's leader before being replaced by Lex Luthor, Devil Ray and his pirates assists the former in retrieving any of the mysterious artifacts Grodd needs for his enigmatic plans, mostly coming across Wonder Woman in his missions.
He was voiced by Michael Beach.

What Makes Him Close to Being Pure Evil?[]
- Likely committed some piracy as a modern pirate, using his submarine and his crew to any crimes, even arming his men with harpoon guns that, if one of his men's comments when facing Green Arrow is of any indication, force them to "mop the floor".
- Joins Gorilla Grodd's Legion of Doom, an expanded rooster of his Secret Society, in order to defeat the Justice League.
- Obeys Grodd at going to Scandinavia to retrieve the knarr of Prince Jon frozen inside a glacier so Grodd can discover the secret of Jon's invulnerability to make all of the Legion unstoppable in spite that the glacier is in a mountain near to another in which the United Nations are organizing a summit on its peak, hence removing the glacier would cause everyone present in the conference to be buried alive by the resulting avalanche the other mountain would cause.
- Shoots poisoned mini-trident-like projectiles enhanced by Lex Luthor at the U.N. soldiers, at least hitting one of them.
- He shoots one of this at Wonder Woman and notifies that it will slowly, finally and painfully kill her, which likely also extends to the U.N. soldiers he shot previously. He then offers her to put her out of her misery immediately, but more out of sadism than by genuine pity.
- Tries to shoot King Faraday dead with a laser shot, though Wonder Woman fortunately deflects his shots.
- Destroys the jetpack of one of Faraday's agents pursuing him, sending him falling to his death.
- Tries to take Prince Jon's Viking ship by hooking and pulling it with his submarine's harpoons, uncaring that all of the United Nations members meeting in the building located in a nearby mountain's peak would die by the avalanche avalanche.
- Attempts to fight Wonder Woman underwater as she tries to take the Viking ship from his hands, leading Devil Ray to beat her up and pressing her poisoned shoulder/breast while taunting her over how she is barely holding her breath.
- Accompanies Lex Luthor and some Legioneers to Nanda Parbat to steal its Heart for Grodd's plans, murdering a Nanda Parbatian porter just for demanding them a tribute, mockingly suggesting him to keep the change even though the porter didn't show him any hostility and was really cordial.
- Attacks all Nanda Parbatian monks along with his scuba-like soldiers under Lex Luthor's orders.
- Demands the Master to move and remorselessly shoots his tridents at him, but when he avoids them, resolves to blow up the roof over him, crushing him to death.
- Keeps massacring the monks who try to avenge the Master while letting Luthor and Tala into the temple to retrieve the Heart, making him indirectly responsible for the fates worse than death the monks receive when Tala takes possession of the Heart. While the monks as well as the Master are later restored, this doesn't diminish the impact as Deadman thought he had truly killed them once the Heart explodes later on.
- Provokes Tala by mockingly warning her that Giganta is gonna beat her ass if she finds out about her relationship with Grodd.
- Joins Grodd in attacking Gorilla City, shooting everywhere and possibly killing some gorillas like some Legioneers as Goldface do.
- Attacks Superman along with his men to no avail.
- Casually mentions to have killed several people when Deadman, through a possessed Wonder Woman, calls him out for killing the Master.
- Gets into the building where Superman, Wonder Woman and Batman stopped Grodd's plans and takes advantage of Solovar thanking the trio to aim at Wonder Woman for "beating him out" beforehand, leading Deadman to reluctantly possess Batman and shoot him, knocking Devil Ray backwards and getting him painfully electrocuted to death, which while horrifying, wasn't played for sympathy.
- His death indirectly causes Deadman to alter the balance between life and death and forcing Deadman to remain on Earth under Rama Kushna's orders until he atones for his sins, in addition to greatly affect Batman due to his "non-firearms policy", as it reminded him to Joe Chill's murder of his parents.
What Prevents Him from Being Pure Evil?[]
- Suffers from offscreen villainy, as the exact number of victims he has claimed is never disclosed, making hard for him to pass the DCAU's massive Heinous Standards. However, considering the big amount of personal villainy Devil Ray has towards Deadman, this is a minor prevention.
Trivia[]
- According to Justice League Unlimited writer Matt Wayne, had he not been killed off in "Dead Recknoning" and survived until "Alive!", Devil Ray would have been spared by Darkseid's destruction of the Hall of Doom as an homage to Lex Luthor's group consisting of the classic Legion of Doom line-up. Had this happened, it would have made Devil Ray even worse as it means he would have gotten away with all his crimes and given a "head start" by the Justice League in the series finale.
- Wayne's reasoning stems from the fact that Devil Ray was originally intended to be Aquaman's archenemy Black Manta, but the character had to be retooled into a new one because Black Manta was banned from appearing because of the Aqua-embargo, a restriction meant to avoid confusions with Justin Hartley's intended version of Aquaman, who was planned back in 2006 to have his show as a Smallville spin-off, that was ultimately not picked up. Had the Aqua-embargo not been enacted, it's possible that Devil Ray wouldn't have been created and Black Manta could have been Near Pure Evil just like him.
- Devil Ray is, alongside Doctor Moon, one of the two Near Pure Evils of the DC Animated Universe to originate from Justice League Unlimited. Puzzingly, they were both created to replace other villains restricted from appearing because of a DC embargo.
