Dawn Bellwether is the main antagonist of Disney's 55th full-length animated feature film Zootopia. Despite being assistant mayor of Zootopia, she's actually a powerful criminal that wants prey to live in fear of predators.
She was voiced by Jenny Slate.

What Makes Her Close to Being Pure Evil?[]
- She made her minions dart predators so they will turn savage, with 15 animals being infected by the darts. This caused prey to live in fear and make predators as a whole look bad.
- This is also a fate worse than death, as it removes an animal's sapience and prevents them from interacting with their loved ones.
- She decided to continue her plans after getting Lionheart arrested, even though she had already reached her goal.
- She started a race war between prey and predators.
- She wanted everyone to live in fear while she remained in power and was willing to dart every predator in Zootopia so that could happen.
- She shot Nick with the serum gun so he will turn savage and kill Judy and called the cops to try and frame him. Thankfully she didn’t know that what was in the gun was actually blueberries.
- Though she was mistreated by Lionheart, this does not make her sympathetic due to her turning a bunch of animals into mindless monsters and trying to divide a population in any way.
- She only saved Judy's job and tried to convince Judy to join her side claiming that they are on the same team and that while she "did like her," this redeeming quality is subverted the moment she darts Nick.
- Her comedic moments aren’t detracting, as moments like being called Smell-weather by Lionheart and her firing back with Lion-fart are only shown in the first half of the film when she’s pretending to be nice and she’s taken completely seriously once her true colors are revealed.
What Prevents Her from Being Pure Evil?[]
- She suffers from some Fridge Horror, as while her actions are shown to have caused multiple injuries that had people hospitalized, it's not shown if anyone died.
Trivia[]
- She is the only Zootopia character to be Near Pure Evil, as well as the most heinous one in the franchise.
- She is the only NPE in the Disney Animated Canon not to die (instead being imprisoned).
