Dante is the overarching antagonist of Season 7 in Arrow.
He is the second-in-command of the Ninth Circle, a worldwide terrorist organization that is responsible for multiple wars and terrorist attacks around the world over the last few centuries. Dante is also the abusive somewhat adopted father and mentor of Emiko Queen, the leader of the Ninth Circle and paternal half-sister of Oliver Queen. He was also the one responsible for her mother's murder, which ultimately led to his death.
He was portrayed by Adrian Paul.

What Makes Him Close to Being Pure Evil?[]
- He was the financier behind dozens of terrorist attacks around all over the world.
- When he met Emiko Adachi, he threatened to kill her if she tried to steal from him.
- It’s heavily implied that he aided Malcolm Merlyn into orchestrating Robert Queen’s death, which would ultimately cause Oliver Queen to be stranded on Lian Yu, thus starting all of the series’ events.
- Orchestrated the death of Emiko's mother so she would forget her old life and properly lead the Ninth Circle.
- Sent the Longbow Hunters to help Ricardo Diaz blow up Star City as revenge.
- Encouraged Emiko to pretend to develop a relationship with her half brother so they could get information about him and his team weaknesses and kill them once their done.
- When Dante was confronted by Diaz that A.R.G.U.S. set up a trap to capture him, he killed Deputy Director Bell and princess Noor Harjavati out of spite before escaping.
- Had Emiko kill Diaz to prevent further problems despite showing his loyalty.
- Attempted to destroy Star City by spreading using drones with sarin gas.
- Promised to leave a lab scientist and her family alone if she got them the Sarin gas only for him to blow up the lab and kill her.
- He deceived Team Arrow by seemingly wanting to kill Emiko so she could get Archer from their hideout to fasten their plans.
- He interrogated General Stewart and John Diggle to get the codes for the sarin gas.
