Damocles Rowle is a posthumous antagonist in the Harry Potter franchise, although he only appears in expanded lore on the official series website Pottermore/Wizarding World. He was a former Minister for Magic who is responsible for turning Azkaban into an infamous prison where prisoners are tortured by Dementors.

What Makes Him Close to Being Pure Evil?[]
- He rose to the rank of Minister for Magic for his anti-Muggle agenda.
- He scrapped plans for building a prison on Hebrides in favor of turning the Dementor-infested Azkaban into a prison, arguing that it would save time and money. He also enlisted Dementors as its guards both for the same reason and to take advantage of their ability to feed off people's misery.
- After Azkaban was turned into a prison, most prisoners who were sent there driven to insanity within weeks and many of them died due to losing their will to live.
- His actions were so bad to the point that he was forced to step down after being censured by the International Confederation of Wizards.
- His authoritarian deeds have condemned thousands of people to be imprisoned in nightmarish conditions, many of whom did not deserve it. And while his actions took place centuries before the main story, they have an effect on the plot as it was deemed to be too dangerous to get rid of Dementors in Azkaban until Kingsley Shacklebolt’s reforms after Lord Voldemort's defeat in the Second Wizarding War.

- He suffers from insufficient characterization, as he never appears in person and while it's stated that he is sadistic, his sadism is never expanded upon.
