Brock Rumlow, also known as Crossbones, is a supporting antagonist in the Marvel Cinematic Universe, serving as a major antagonist in Captain America: The Winter Soldier and the opening antagonist of Captain America: Civil War, while his 2012 self appears as a minor antagonist in Avengers: Endgame.
He is an agent of HYDRA who initially posed as the leader of S.H.I.E.L.D.'s counter-terrorism team known as STRIKE, and an enemy of Captain America and the Avengers.
He was portrayed by Frank Grillo.

What Makes Him Close to Being Pure Evil?[]
In General[]
- While he saw himself as a valuable ally to Captain America as he genuinely held respect for him and his capacities as Rumlow got impressed that Steve jumped out of a Quinjet without a parachute, and he stated that the order he and other HYDRA operatives carried out to capture Captain America in the Triskelion elevator was nothing personal but business, Rumlow subverted that said respect after the Triskelion elevator fight as he further extended his hatred and desire for revenge against Captain America at the time of Civil War.
Captain America: The Winter Soldier[]
- He took Lokiās scepter and gave it to Dr. List for HYDRAās experiments with the mind stone, making Rumlow partially responsible for the creation of Scarlet Witch and Quicksilver.
- He was a HYDRA operative who killed many people during his time working for the organization.
- On Alexander Pierce's orders, he attempted to capture Captain America and tried to subdue him with taser rods. He later tried to find him in a mall without success.
- After Pierce sent a missile to take out Captain America and Black Widow at Camp Lehigh, Rumlow searched the area to make sure they were dead, telling his superiors to call in the Winter Soldier after realizing they survived.
- He captured Steve, Natasha, and Sam Wilson after their battle with the Winter Soldier and attempted to execute them to keep them from interfering with HYDRAās plans and out of petty revenge for Steve defeating him in the Triskelion elevator.
- When Agent Cameron Klein hesitated to launch the helicarriers and activate Project Insight, Rumlow held a gun to his head to blackmail him into doing so, only backing off when Sharon Carter held him at gun-point as well. Rumlow then sliced Sharon with a knife and activated the helicarriers himself, proceeding to kill several SHIELD agents while escaping.
- Murdered several more SHIELD agents and took their weapons to kill others.
- Attempted to kill Sam Wilson when they were in one of the Triskelion buildings. After beating up Sam, Rumlow realizes a helicarrier is about to fall on him and tries to escape, leading to him getting severely injured.
Captain America: Civil War[]
- He assaulted a nurse to escape his hospital bed.
- Killed several rival arms dealers and raided several police stations.
- Killed one of his men for saying, āHail HYDRAā, thus subverting all of his loyalty to HYDRA as well as one of his only redeeming qualities, in contrast to Vasily Karpov and even Alexander Pierce who at least stayed loyal towards HYDRA to the very end.
- Killed everyone in a building in Nigeria to steal a dangerous bioweapon.
- Dropped a bomb into a van to kill Black Widow, which ended up killing two of his men.
- Attempted to blow himself up alongside Captain America and many other people in a crowd, saying Bucky sent him to lower Captain America's guard. Despite Wanda trying her best to save everyone, 26 people were still killed by the bomb (and many more would have died if not for her), leading to the Sokovia Accords.
- Although the reason why he wants to have revenge on Captain America is because he was crushed by a building he thought was caused by him, that is a petty excuse for his actions and isn't played for sympathy. Moreover, it was his fault for siding with HYDRA in the first place and not Steve's.
What Prevents Him from Being Pure Evil?[]
- He fails the Heinous Standards, as while he is fully aware of Pierce's intentions and supports them, he doesn't play a major role in his plan with his most important action being under Pierce's order. The rest of his actions are not heinous enough when compared to villains like Baker, who did worse with less resources.
Trivia[]
- His What If...? versions don't count as NPE due to multiple reasons:
- Not a single one of the What If...? versions were shown working with HYDRA.
- The first and second Brock Rumlows may be as evil as the original Rumlow, with the first one showing rage over being bested by Natasha and the second one showing annoyance over not throwing the bombs.
- The third Brock Rumlow is set in the same events as the opening of The Winter Soldier, however that one is a grey zone because it is never shown if HYDRA still exists in the 21st century due to Red Skull's death and Zola's early capture, so he could actually be an heroic S.T.R.I.K.E. agent here.
