Cliffford is a major antagonist in Grand Theft Auto Online, serving as the secondary antagonist of The Doomsday Heist and the posthumous secondary antagonist of The Criminal Enterprises.
He is a neural supercomputer interface created by the billionaire genius Avon Hertz. While it first seems like Cliffford and Avon want to stop a nuclear war, it's later revealed that they both plan to cause the war themselves in hopes of killing humanity. While Avon himself only wants to replace humanity with robots and rule alongside his creation, Cliffford wants to be worshipped as a god and kill Avon, thinking he doesn't need him.

What Makes Him Close To Being Pure Evil?[]
- Tries to commit genocide on humanity alongside Avon in a nuclear war and then replace humans with sentient robots in a new world.
- Framed Bogdan, a Russian terrorist, for his and Avon's nuclear conspiracy.
- Betrayed the protagonists and hacked all systems on the Ramius, the IAA and the entire San Andreas defence network, taking control of the US Government.
- Initiated the self-destruction sequence of the Ramius to kill Bodgan. While Bogdan survived, his men didn't.
- Do note that Bogdan only survived thanks to the protagonists' help.
- Tried to send a nuclear missile with Avon.
- Has a very big ego, to the point that Lester uses it against Cliffford to help the protagonists.
- Plans to become a god and be worshipped by lesser AI's when humanity will be destroyed.
- Although it was more or less comical, he seriously considers making dogs clever and giving them people as pets, which is basically enslaving the remaining humans.
- Asserts himself over Avon when his creator tries to make the protagonists join him.
- Outright tells Avon he will kill him when he will have access to every silo in the world, as he won't need him.
- Through all this time, he firmly believed that he wasn't evil, and that the protagonists are evil due to them killing Earth in "a long and boring way", and that he only wanted to make it interesting.
- Even Avon admitted that Cliffford was "a bit of a dick", despite the AI being the only thing he cared for (although only through admiring himself as he created Cliffford).
- His actions are so heinous that he's one of the 7 villains in the entire franchise that meets the Heinous Standards.
What Prevents Him From Being Pure Evil?[]
- Even though he tried to kill Avon, he still cares about him in his own way, calling him "Daddy" in his final moments and admitting he'll miss him.
- His final moments are a bit sympathetic, as he tries to justify his actions and asks Avon if he will cry for him before calling him his dad. Ironically enough, Avon did not share the same sentiment.

- Cliffford, Eddie Low and Asuka Kasen are the only Grand Theft Auto Near Pure Evils that meet the Heinous Standards.
- Cliffford is also the sole Grand Theft Auto Online character to be Near Pure Evil.
