Cinder Fall is the overarching antagonist of RWBY: The Official Manga. She is the one who employed Roman Torchwick and has him execute her schemes through Vale. Her backstory and motivations are enigmatic, but she wields some sort of grudge on the headmaster of Beacon, Ozpin, and is planning to destroy the kingdom of Vale.

What Makes Her Close to Being Pure Evil?[]
- Her plot was to arrange for numerous trains with explosives to go through Vale's capitol city. This would kickstart a Grimm invasion that would destroy not just the city, but the whole kingdom.
- She is the one who recruited Roman Torchwick, a known and feared crime boss in Vale into the operation. And she has him execute her schemes throughout the Kingdom.
- It's implied she still planned to cause an attack on the island of Vytal. As it's shown that she contacted Roman to prepare for something during the Vytal festival.
- Even if she didn't want too, she was still willing to kill Ruby Rose.
What Prevents Her from Being Pure Evil?[]
- She is implied to dislike needless killing. When she is about to kill Ruby, she stops to tell her that she doesn't like 'Big To Dos' the way Roman does. And that she was only doing this because Ruby was the only one she would need to kill for her plan; All despite having no pragmatic reason to assure her of any of this.
