Near Pure Evils who have not directly killed anyone. These types of Near Pure Evils tend to be somewhat uncommon, but villains can still be Near Pure Evil without killing anyone, sometimes if their only prevention is that they are not heinous enough (though there are plenty of examples of Near Pure Evils who stand out without killing anyone).

Keep in mind that Zero Kill Count Near Pure Evils can still be homicidal if they have unsuccessfully tried to kill someone. If a Near Pure Evil orders someone to kill somebody with success behind it (e.g. Enrico Maxwell) then they'll be removed from this category. However, villains who are genocidal, cataclysmic, or omnicidal should not be put under this category even if they aren't confirmed to have killed anyone, as villains under these categories are too heavily implied to have killed others. Also, villains under Murderers, Assassins, Serial Killers, and Mass Murderers should also not be under this category for obvious reasons.

They are the opposites of Righteous Killers.
