Near Pure Evils who rule by fear and dominate or seek to dominate over other territories and people. They are the villainous counterpart of Benevolent Rulers.

Note: Not all tyrants are automatically Lawful Evil. Some are Chaotic Evil, such as Dream, and have no rules aside from their whims. Some are Neutral Evil, such as Lord Shen, and are occasionally willing to bend rules to get what they want.
