These are Near Pure Evils who have the most effect which is over the whole plot compared to the other characters.

These type of villains may be the big bad themselves, but in many cases could be the enforcer or right hand to the big bad, especially when the big bad is non-action. They have the most major role in the story. Without these Near Pure Evils, the story wouldn't exist.

An example could be Esdeath from Akame Ga Kill, while Prime Minister Honest is the one who controls the empire, Esdeath is the most frequent and dangerous threat to Night Raid, being leader of the Jaegers and having the most authority over the missions The Empire sets against Night Raid.

They are the evil counterparts of The Heroes.
