These are Near Pure Evils who have the most effect which is over the whole plot compared to the other characters.

These type of villains may be the big bad themselves (Dr. Eggman, Sōsuke Aizen, Makima), but in many cases could be the enforcer or right hand to the big bad (Ellen Mira Mathers, Wonder of U, Envy), especially when the big bad is non-action. They have the most major role in the story. Without these Near Pure Evils, the story wouldn't exist.

Examples include:

Esdeath from Akame Ga Kill, while Prime Minister Honest is the one who controls the empire, Esdeath is the most frequent and dangerous threat to Night Raid, being leader of the Jaegers and having the most authority over the missions The Empire sets against Night Raid.
HEPHAESTUS from the Horizon franchise. While Nemesis is the one who is responsible for starting the present-day events of the whole series, HEPHAESTUS is much more omnipresent to the plot than Nemesis, since it is responsible for the existence of murderous combat machines, all of which are the most common threats to the protagonists.

They are the evil counterparts of The Heroes.
