Terrorists are Near Pure Evils who commit atrocities in order to incite terror as a means of attaining political gain or some other kind of resource. These villains tend to see civilians as a source of victims through which to spread fear, and will not hesitate to publicly torture or slaughter them en masse in the most horrific ways possible if it means achieving their goal, or out of pure sadism.
