It should be noted that these villains should not be too sympathetic, otherwise it will outweigh their villainy and prevent them from being Near Pure Evil.

NOTE: Not every villain that has a Freudian Excuse or is insecure falls under this category, as despite this the story may choose not to give them any sympathy at all, or eventually invalidate it (e.g. Dr. Starline, Prometheus, Kai Chisaki, Queen Ingrith, Mark Hoffman, Bowser (Movie), Tighten, Doma, Earl of Lemongrab, Adam, and PAL).

Their good counterparts are Sympathetic Near Pure Good Heroes.
