Near Pure Evils who, while normally taken seriously, have intermittent or infrequent moments where they are portrayed humorously. A villain who is played for laughs to the point of being true Comic Relief villains is unable to be Near Pure Evil as their comedic presentation detracts too much from their villainy. However, if a villain is taken seriously at least the majority of the time, with only occasional moments where they are played for humor, then they can count as Near Pure Evil.

In some cases, villains being played for laughs on minor occasions may be their ONLY prevention from being Pure Evil given that they have no other preventions and/or have no redeeming qualities (e.g. PAL, Future Mr. Ross, Darlene, Piniet, Scissors, Dave, Hunter, Chester V, Chelsea Van Der Zee, Earl of Lemongrab, Wizpig, and Ramon Salazar).

Good examples include HIM, Bowser, Dr. Eggman, Big Jack Horner, PAL, Tighten, Francis, Lord Dominator, King K. Rool, and Andrew.

Please note that this category differs from Laughably Evil in that a Laughably Evil villain may or may not be taken seriously in-universe (and are only funny to the audience), whereas a Minor Comic Relief is taken seriously most but not all the time in-universe. However they aren't mutually exclusive, in fact Laughably Evils often do fall under this category (Pet Shop, Dr. Eggman, Kai the Collector, President Koopa, Flumpty Bumpty).
