We take Gotham from the corrupt! The rich! The oppressors of generations who have kept you down with myths of opportunity, and we give it back to you... the people. Gotham is yours. None shall interfere. Do as you please. Start by storming Blackgate, and freeing the oppressed! Step forward those who would serve, for an army will be raised. The powerful will be ripped from their decadent nests and cast out into the cold world that we know and endure. Courts will be convened. Spoils will be enjoyed. Blood will be shed. The police will survive, as they learn to serve true justice. This great city... it will endure. Gotham will survive!
~ Bane makes his speech to Gotham.
If we assume that chaos already reigns and that order needs to be restored, who decides what “order” actually looks like? These two likely have their own opinions on that subject, and they probably don’t include the words “free” or “will.”
~ An official description of Commander Tartar (and by extension C.Q. Cumber) on why they were on Team Order during Splatoon 2's final splatfest.

Lawful Evil villains, also known as the Dominators, are those who manipulate or oppress others with authoritative law. They usually have a set of standards such as honor. Depending on their personality, Lawful Evil villains may fall under the following categories:

  1. The Tyrant: Tyrants hate freedom and try to dragoon others (e.g Dawn Bellwether, Charles zi Britannia and Danzo Shimura). Not all tyrants are automatically Lawful Evil, however. Some are Chaotic Evil, such as Tighten, and have no rules aside from their whims. Some are Neutral Evil, such as Lord Shen, and are occasionally willing to bend rules to get what they want.
  2. The Honorable: While Near Pure Evil villains rarely have this trait, honorable villains do abide by some rules, doing good things despite having their own evil agenda (e.g Esdeath and Bane).
  3. The Totalitarians: These villains favour a belief where the state has unlimited power over every aspect of life (e.g Big Brother and Dr. Starline).
  4. The Enforcer: Enforcers carry their leader's will (e.g. J, The T-1000 and Jinx).
  5. The Blackmailer: These villains blackmail others, demanding money from someone in exchange for not releasing info about the victim (e.g. Customer Service).

Lawful Evil is an alignment opposite to Chaotic Evil.
