Near Pure Evils who are considered humorous to the audience or at least have qualities that are laughable. However, the characters themselves are taken completely seriously by the narrative and don't have their comedy detract from their villainy. They are the opposites of Seriously Good Near Pure Goods.

Characters like: Ursula, J, Ultron, Adam, Black Manta, Green Goblin, Kars, and Dr. Eggman are prime examples of Laughably Evil Near Pure Evils.

NOTE: A Near Pure Evil having one, two, or an overall small number of minor comedic moments is not sufficient to make them Laughably Evil (e.g. Doctor Poison, King Sombra, Future Androids 17 and 18, Lyutsifer Safin, Kai Chisaki, Hopper and Soto). A Laughably Evil Near Pure Evil has to have their comedic moments more prominent, memorable, and in greater abundance.

Please note that this category differs from a Minor Comic Relief and Silly Near Pure Evils in that a Laughably Evil Near Pure Evil is taken completely seriously by both Narrative and in-universe, whereas Minor Comic Reliefs are mostly taken seriously, with a few instances where they aren't taken seriously both in-universe and by the narrative, and Silly Near Pure Evils being taken completely seriously in-universe while not being taken seriously by the narrative. As such, these categories are mutually exclusive and should not overlap.
