While most Near Pure Evils are given ample amount of time to shine in their works, some of them are given little to no characterization, making them too enigmatic for PE. Unlike Generic Doomsday Villains, they are shown to have clear moral agency and a defined motive.

NOTE: In order to qualify for this wiki, a character must have some implication of a moral agency and motive. This is mainly achieved by being a human (Sir Rupert Murgatroyd, Abaddon, and Big Brother). Non-human entities are able to qualify here, but only if the narrative makes it clear that they have human-level intellect (Magentark Clover and The Operator), or if they show some semblance of a personality (SCP-973-2). If a non-human-like entity doesn't have any personality, then they aren't going on this wiki.
