I swear, if I hadn't promised Mother on her deathbed that I wouldn't kill you, I'd KILL you!
~ Hopper keeping his promise not to kill his brother Molt despite really wanting to; his only good quality.
Sage: I can confirm Sonic has made multiple breaches into Cyber Space and escaped.
Eggman: Through raw talent and no shortage of tenacity, I'm sure. Impressive.
Sage: You speak of him with respect as often as you curse him. I do not understand.
Eggman: Oh, I hate that hedgehog! But that doesn't change the fact that he is a formidable adversary. I respect him, but I don't have to like him.
~ Dr. Eggman admitting to having respect for his arch-enemy Sonic to Sage.
You know what? Why don't you save Johnny. I think he's earned it.
~ Leith Pierre on one of his employees.

While it is uncommon for a Near Pure Evil to qualify as Honorable, it is not impossible. Unlike Pure Evil villains, Near Pure Evils possess genuine honor and respect. In these few cases, their honor is limited, as they may only hold respect for one other sentient being than themselves. Alternatively, they may demonstrate a refusal to cheat, or simply keep their word even when it doesn't benefit their goal (e.g., Hopper, Imperial, Tilda van der Meer and Esdeath). Near Pure Evils can also qualify if they have a personal moral code based on empathy (e.g., Teru Mikami and Gotou).

They are the opposite of Cheaters, although it is quite possible for both categories to overlap if a villain cheats in some areas and shows honor in others (e.g., Wolf, Dr. Eggman, and Daniel J. D'Arby). Furthermore, some honorable villains can still be psychopaths if their code of honor is based on personal values rather than empathy. (e.g., Oneshot Wren, Uno).
