This world is rotten, and those who are making it rot deserve to die. Someone has to do it, so why not me? Even if it means sacrificing my own mind and soul, it's worth it. Because the world… can't go on like this. I wonder… what if someone else had picked up this notebook? Is there anyone out there other than me who'd be willing to eliminate the vermin from the world? Near Pure Evils who no matter what they do mentally convince themselves they’re not wrong and/or are genuinely good people. This is vastly different from being an Anti-Villain or an Extremist, who are actually doing good things; Delusional villains only think they are good people and that they do the right thing. They firmly believe that they are the heroes, and because they always consider themselves noble, their delusions are a major corrupting quality. Bradford Buzzard, Floch Forster, John Doe, Chip Whistler, Frank Butterman, Light Yagami, Kai Chisaki, General Grievous, Jacob Broadsky and Grant Ward are prime examples.

Note: A self-righteous villain who only considers themself higher than others do not qualify (e.g. Lord Shen, Chelsea Van Der Zee, and Azulon). They should instead be classified as Arrogant and/or Egotists. It's mandatory for any delusional Near Pure Evil villain to think of themselves as actually a good person and keep their mindset even if their actions and motives prove the opposite.

Also, villains who acknowledge their own evilness and take pride in it, do not qualify (e.g. All For One, Mickey Altieri, Broly, Green Goblin, Evil Morty, and Lord Dominator). They can only qualify if they meet the aforementioned criteria (e.g. The End, Bane, Ultron, and Kazuya Mishima).
