Boro was a member of Kara and a major antagonist in Boruto: Naruto Next Generations. He is also the leader of an Ōtsutsuki-worrhipping cult.

What Makes Him Close to Being Pure Evil?[]
- Tricked Akira's brother, Kagari, and countless other children into being "test subjects" to meet the gods. In actuality, he planned to use them as vessels for Isshiki. All but 2 ended up dying and 1 of them was heavily abused his entire life, which Boro feels no remorse over.
- Joined Kara to obtain the Chakra fruit, having no genuine loyalty to any of its members (as well as no care that they planned to destroy the planet.) He even hid cyborgs away from Isshiki, despite being ordered to kill them.
- Spread a plague throughout countless impoverished villages and cured them, pretending to be their savior and manipulating hundreds into joining his cause. He tells them that the Otsutuki are benevolent beings they should worship and the Five Great Nations are trying to destroy them, which is an outright lie. This lie extends to many children (who LOOK him straight in the eye at that.)
- Murdered Inori's brother for trying to expose the truth of his nature and saving his sister from the cult.
- Under Isshiki's orders, imprisons Naruto in a pot, holding them from Team 7. When feeling threated by Team 7's teamwork, he ran over to attack Naruto, knowing it would break their formation.
- Has no problem hurting children as he has fun trying to kill Team 7.
- He manipulated his cult so much that they all lost the will to live when Boro was gone.
What Prevents Him from Being Pure Evil?[]
- He did not immediately attack Team 7, offering them a chance to leave at first, showing he has a slight merciful side.
- He seems to have a genuine friendship with Code.
Trivia[]
- His fight against Momoshiki Ōtsutsuki is played so the audience is rooting for Momoshiki, despite the latter being a Pure Evil.
- If the anime had not expanded on Boro's personality, he likely would not have qualified for Near Pure Evil, due to a lack of screentime and characterization.
- He is the only Boruto villain to be considered Near Pure Evil so far.
