Bill Van Camp is the main antagonist of the Chicago P.D. and Law & Order: Special Victim Unit crossover episode "They'll Have to Go Through Me". He is head of the Chicago Department of Children and Family services who is secretly the head of a pedophile ring known as the "Chess and Checkers Club" where children are trafficked, sexually abused, and forced into pornography.
He was portrayed by William Brown.

What Makes Him Close to Being Pure Evil?[]
- He created and for over a decade has been the leader of a child pornography ring known as the "Chess and Checkers Club" where children are trafficked from Chicago to New York and forced into child pornography where they are raped and tortured, this all being live-streamed to an audience of pedophiles who are able to make requests about what can be done to the children. Countless children, including Teddy Courtney and Jocelyn Cerpaski were victims of the ring.
- He is the head of the Chicago Department of Children and Family services and abuses his position to traffic children through his child porn ring.
- He used social worker, Matilda Hughes, to traffic children to New York.
- When Teddy Courtney was a Child, Bill would rape him in the dark, which makes it clear that Bill would have raped countless other children as well.
- By being the leader of the pedophile ring, he is the main person responsible for all of the abuse and trauma that the abducted children endured. Teddy became a traumatized prostitute as an adult and was broken by the abuse he suffered.
- When his associate, Bob Clinton was arrested, Bill arranged for him to be murdered in prison to keep him from talking.
- He has two young children trafficked from Chicago to New York to force into pornography.
- He had his hitman, Todd, kill ring member, Andrew Lewellen, to keep him from ratting him out, after Lewellen was admitted to the hospital, causing Todd to also murder police officer, Ross McCadden, who was guarding him.
- He has Todd kill Matilda Hughes to prevent her from revealing anything about the ring.
- When he is arrested, he initially denies his crimes and and shows no remorse.
What Prevents Him From Being Pure Evil?[]
- He has a pet-the-dog moment after he is convinced by Olivia Benson to do the right thing and reveal the location of a young boy who was trafficked by his pedophile ring, he willingly complies and gives the boy's location, allowing him to be found and rescued by the police before he can be further harmed.
