William "Bill" Harris is the main antagonist of the Law & Order: Special Victims Unit episode "Behave". He is a serial rapist who stalks and repeatedly rapes his victims for years, making them live in fear of him returning.
He was portrayed by James LeGros.

What Makes Him Close to Being Pure Evil?[]
- He is a misogynist rapist who uses his job as a traveling salesman to prey on women. He stalked eleven different women and raped them on multiple separate occasions, forcing them to constantly live in fear of him.
- One of his victims, Vicki Sayers, he stalked raped four times and told to "behave", keeping her in constant fear. He first raped her when she was sixteen in 1995. The second time he raped her was in 1998 and he held her hostage for 12 hours. In 2000, he attacked Vicki on the way home from her bridal shower, raping her again, breaking her nose, and stealing her engagement ring, traumatizing her all over again and causing her engagement to fall apart. The fourth time in 2010, he attacked her from behind, threatening to kill her before breaking a bottle of booze over her head when she tried to scream and raping her again.
- His torment of Vicki led to her to hide in her house in fear of him coming to kill her.
- When Benson attempts to get information out of him with Vicki, he reveals his true nature by viciously claiming that women are "all alike".
- When he is being arrested, he attempts to manipulate Vicki by claiming that he loved her and that it wasn't actually rape.
What Prevents Him From Being Pure Evil?[]
- He fails the absurd heinous standards to other sexual predators in the series. An insanely vile character that easily outshines him is Luke Dixon, who repeatably raped 19 women while they were on their ovulation, also doing it to do one women until she commits suicide and killing another when she confronted him. Unlike Harris, who didn’t rape all of his victims several times, Luke always did.
