Biff Tannen is the secondary antagonist of the 2021 crossover comic Transformers/Back to the Future. He is based off his counterpart from the Back to the Future franchise where after Megatron takes over the world he was put in charge of the slave mines in Hill Valley.

What Makes Him Close to Being Pure Evil?[]
- When Megatron and the Decepticons took over Hill Valley, Biff was installed as the new overlord of Hill Valley though still be subservient to the Decepticons, Biff went along with this out of fear and cowardice as well as a desire to hurt people which he always had.
- Was made the coordinator of the mines where dozens to hundreds of humans would be enslaved in the mines to mine for Energon for Megatron.
- Took active pleasure in carrying out this as well as torturing the slaves, he is also implied to have participated in Megatron’s executions of anyone who failed to meet their production quotas.
- When Biff ends up blamed for the murder of Scrapper and is about to be executed, he is saved by the heroes, but he shows how truly ungrateful he is and sells them out to the Decepticons out of spite.
What Prevents Him from Being Pure Evil?[]
- He is too much of a pawn of Megatron. While his crimes are awful all are done under Megatron's orders with the exception of selling out the heroes which, while bad it's not enough to make him PE on its own, but he still carries out his orders with sadism and passes the baseline so it's not strong enough to disqualify him as NPE.

- Along with his Bad Future counterpart, he is one of the two Back to the Future villains who is Near Pure Evil.
