Arthur "Timmer" Jones is a major antagonist in the Law & Order: Special Victims Unit episodes "Undercover Mother" and "Surrendering Noah".
He was portrayed by Jas Anderson.

What Makes Him Close to Being Pure Evil?[]
- He is a sex trafficker and pimp, who traffics numerous underage girls and forces them into prostitution, working under crime boss, Johnny D. He continuously abuses them and brutally beats them if they are disobedient or act out.
- When the girls are "out of line", he sends them to Johnny D. to be broken in, where are they repeatedly tortured and raped by Johnny and various other men for a week. He tells the girls that they will come "crawling back to him".
- He traffics Ariel Thornhill and pimps her out, causing her mother Martha deep emotional anguish as she tries desperately to find her daughter.
- When he catches Ariel on the phone with her mother, he brutally attacks and beats her unconscious in front of the other girls. He then sells her to Johnny to teach her "respect."
- He hires trafficking victim turned trafficker, Selena to be his escort and take multiple girls to a party at a brothel to be sold.
- Timmer brings the girls to home of madam, Tracy Dexhart, acting aggressive and violent to the girls and shoving them when taking them out of the van. At Tracy's Super Bowl party, Timmer pimps out multiple girls to the clients there.
- While he agrees to testify against Johnny, this is done so that he will get a lighter sentence.
- When he is brutally killed by Selena under Johnny's orders to stop him from testifying, it is not played for sympathy and is well-deserved due to what a monster he was.
What Prevents Him From Being Pure Evil?[]
- He fails the Heinous Standards to Johnny D., who is the leader of the trafficking ring and above Timmer in hierarchy, as well as being even more brutal and violent.
- He is ultimately cooperative with the police, giving up Johnny's location, although considering he was motivated by the fear of being released which allow Johnny D. to go after him, this is a minor prevention.
