Android 21, formerly known as Vomi, is the main antagonist of the 2018 story-fighting video game Dragon Ball Fighter Z.
She is an Android created by Dr. Gero, her human self's former husband. Her intellect rivals if not, surpasses his own. But unlike most Red Ribbon Androids, 21 was formerly a human before being converted into an Android by Gero. She is the mother of Gero's son, Gevo, who later became the template model for Android 16.
She is the embodiment of her good self's ravenous hunger and revives the main villains of the Dragon Ball universe just so she can eat them due to their high-power levels and gain said strength for herself. In the game, Android 21 proves to be such a threat that the Z-Fighters and even the villains that Android 21 had revived (Enemy Warrior Arc only) worked together to ensure that Android 21 is defeated once and for all.
She was voiced by Hōko Kuwashima in the video game's Japanese version, and Jeannie Tirado in the English version.

In General:[]
- She uses her good self as a hostage to ensure that Android 16 will stay loyal to her.
- She eats her cloned fighters to satisfy her hunger. It disturbs both the Z-Fighters and even the villains watching her eat the clones that resemble them.
- She uses the artificial clones and forces both the Z-Fighters, and even the villains to fight against them. It's also worth noting that some of the Z-Fighters were nearly killed when fighting their clones for the first time.
- She resurrects the villains using the Dragon Balls just so she can eat them and gain their high-power levels.
- Kills Android 16 in all three story-arcs despite his loyalty to her.
- What makes this worse is that Android 16 is the template model for Dr Gero's son, Gevo. While Android 21 is the model for Gero's wife, Vomi. This essentially would make Android 21 16's mother and despite this fact, she still murders 16 in cold blood at her own hands. The fact that Android 21 is willing to kill even her own son, shows just how villainous she truly is.
The Super Warriors Arc:[]
- In her first appearance, she feigns her innocence towards Goku and Krillin when she is about to be attacked by Cell, even using the unconscious Android 18 as an alibi.
- Once Cell is defeated by the two and retreats, Android 21 informs Goku and Krillin that the Red Ribbon Army abducted Android 18 and she decided to defect them and flee alongside 18 instead, with the two would eventually encountering Cell, claiming that Android 18 protected her from him. However, just like the Enemy Warrior Arc, it's very likely that she merely used 18 so that she could play victim to have Goku and Krillin fight Cell and clean her mess up for her.
- Android 21 later reveals that she never saved 18 in the first place and that everything she told Goku and Krillin was all a lie to avoid fighting.
- Furthermore, since this would mean that Android 21 also lied when she said that the Red Ribbon Army abducted 18, it's very possible that she did the deed herself instead by kidnapping her (or had 16 do it) and then brainwashed 18 into fighting battles for her like with Cell. Though it is unknown whether 18 was genuinely trying to protect 21 from Cell or if she was simply forced to do so. But it ultimately doesn't affect her villainy at all in either scenario since in the former, she would have manipulated 18 to her side just like 16 and in the latter, she would have brainwashed her into doing so.
- When Android 16 fights Goku, Krillin and Piccolo, Android 21 berates Android 16 for disobeying her. Android 21 then kills Android 16 which shocks Krillin, Goku, and Piccolo. When Krillin angrily asked why she killed him, she merely responded by saying that it was his ultimate punishment for not following her orders and claims she would have let him live otherwise, though that much was obviously untrue.
- She uses her good personality as a hostage on multiple occasions to have Android 16 remain loyal to her.
- She attempts to devour Goku, Krillin, and Piccolo, but only stops due to her headache she received from the figments of her good personality.
- She shoots down Goku when he and the others chase after her for fleeing as he falls and loses consciousness, only allowing him to live because she wishes to devour him when he's regained more of his power.
- She rencounters with Cell and this time, attempts to eat him. Cell barely manages to escape Android 21 by using a solar flare on her.
- She turns Nappa into a cupcake and eats him but is dissatisfied before detecting Cell, believing he would prove to be a better "meal" than Nappa. Cell then tries to battle her again but is instead eaten by her.
- She devours the entire Ginyu Force and later Frieza.
- She gloats on how she plans on eating the Z-Fighters due to their high-power levels.
- In the final battle, she ravenously attempts to eat the Z-Fighters with gleeful and malicious intent but is ultimately defeated by their combined efforts in the end.
The Enemy Warrior Arc:[]
- She uses Android 18 to fight Cell and Frieza, likely even aware that 18 would lose.
- When Android 18 is defeated, she seethes the opportunity to feign her innocence when Goku and Krillin arrive at the scene. It's heavily implied this is the same thing she did during the Super Warrior Arc when the latter two encountered Cell by himself.
- When Goku and Krillin are beaten by the villains and are about to be killed by Frieza, Android 21 smiles sadistically towards their defeat before taking her leave.
- When Cell suggests 21 sounds similar to Dr Gero and is possibly following his will in taking over the world or even the entire universe. She merely says that she was never interested in carrying out Gero's plans at all and is focused purely on her own plans. Though he was evil and was responsible for turning into an Android in the first place, this reveals that she's subverted any memory of her family and is only out for whatever will help her achieve her goals.
- She sends Android 16 to kill Frieza and was fully aware that he'd likely fail in doing so. She also orders him to bring back Frieza's corpse so that she can devour it once he dies.
- She fakes the fact that her good split personality is active so that Android 16 would protect her. She then mocks and berates Android 16 for his compassion before quickly disposing of him directly in front of the Z-Fighters and villains.
- While she spares the Z-Fighters and villains, it is very clear she only spared them so they could become stronger and make for a better meal.
- She attempts to kill both the Z-Fighters and the villains (primarily Frieza), but ultimately loses at the end and is destroyed by combined attacks from Goku, Frieza, and Cell.
The Android 21 Arc:[]
- While her good personality is in control, Android 21 actively causes problems for her good half by constantly amplifying her hungry urges.
- She influences her good personality to eat Krillin, which indirectly forces 18 to fight him herself and knock him out in order to save his life.
- It's heavily implied that she caused her good personality's berserker state when she along with, 16 17 and 18 battled Cell and barely defeated him with 21 nearly devouring him due to her uncontrollable hunger. This leads to 21's good half inadvertently killing Android 16 which is what caused their fission to happen in the first place. After separating, she taunts the former for Android 16's death and even claims that she's the one responsible for it.
- After their split occurs, she informs her good self that she stole almost all of her power before taunting her and briefly knocked her unconscious despite her already being weakened and injured.
- She used her powers to turn Cell into a chocolate-covered donut with sprinkles before devouring him simply to become stronger despite barely contributing to his defeat whatsoever.
- While it may be true that 21 fought Cell while her good and evil half were still merged as one. This hardly counts, given that 21's good half was the dominant side at the time and therefore, put in the most work to defeat Cell.
- She attempts to kill her good personality, Android 17, and Android 18 once they ambushed her.
- She swallows the remote that her good personality needed to deactivate the Wave Machine, knowing that it would seal her own powers as well. Despite this fact she still consumes the remote which keeps the power-suppressing waves constantly active to spite her good half. She even taunts her good self by calling her desperate and suggests she should consume fighters to become stronger while not only knowing that she wouldn't but claims it would be "hypocritical" of her to do so all for the sake of provoking her good personality.
- She initially prepares to fight Goku but ultimately refuses as she wants Goku to become a tastier "meal" by having him become stronger.
- In the final battle, she fights the Z-Fighters as well as her good-half, promising to devour them all to satisfy her hunger and attempts to kill and eat them several times on numerous occasions throughout the fight.
- She resists Goku's spirit bomb and refuses to accept defeat, only dying permanently when her good personality decides to sacrifice herself.
What Prevents Her from Being Pure Evil?[]
- Though she is very sadistic and manipulative, it's still plausible that 21 suffers from moral agency issues due to being the literal embodiment of her original self's most evil and malicious traits. 21 also has the cells of the evilest villains in the Dragon Ball universe influencing her actions such as Frieza, King Cold, Cell, and even Majin Buu. Android 21 was also created with an uncontrollable urge to feed due to Buu's cells, another element that was beyond her control.
- Though she clearly stands out, she ultimately fails the heinous standards to more villainous characters like Cell and Frieza, since they both have destroyed whole planets and have a far higher kill count than her. Additionally, both Cell and Majin Buu have committed man-eating in a greater scope than her, preventing her from meeting the heinous standards in that way as well.
